ABC believes that *creating* a more conducive business climate would accelerate the economic recovery process and draw more investment to Indonesia. The renewed climate also would cause more businesses to develop which would subsequently create more jobs. With this job creation, it is expected that economic recovery in Aceh will be faster.

You don't have to put either one. Leave them out and read it like that. It still makes perfect sense. But, if you have to: use CREATING.

It depends on what you believe. If you believe that the business climate is conducive now but needs improvement then use "creating." If you believe that it is not conducive at all than use "creation of."
