NO! Just because one criminal or two get away with a certain thing, that doesn't mean all or even most will. A 'perfect crime' would mean that everyone who did it would get away with it.

Yes. The perfect crime is the one committed with the consent of the law. Insurance companies (a.k.a. Protection Racket) commit extortion, and they are never prosecuted for it.
