NGOs "implied" (in the sub-heading) is MEANT to mean that what follows concerns, involves, calls for the attention of, NGOs. The word is not the right one to use here, since "implied" ( to imply) means to hint, to insinuate.

implied is not in you statement. But, you could use implied this way. The field of education is implied to construct elementary schools.

implied is not even used in that sentence, but implied means to suggest or hint at something without blatantly stating it.
