It looks like maybe he's got a fungus or it is rotting or something we can't find a vet that treats sulcatas? I need help if anybody can help we'd really appreciate it.

Give it aq good warm water soak and see if it washes off or comes off with a gentle scrub. Most things like this are just crud stuck to the skin.

Once the area is as clean as possible, try to get some good photos (if there is still anything there) to post. Swab the area with Betadine or a similar skin cleanser/disinfectant.

If it is just a very small thing, keeping it clean and a daily Betadine treatment should clear it up.

You may be able to email a photo to them if you can't get your tortoise to the office. It may involve a fee, but I'd trust a herp vet's advice over what you might get back from some of the forums.
