yes a few years ago i built 1 mini one several rc ones, And a large 4'x8' one that would float without people, its not very hard you just need a blower and a powersupply and a skirt

I followed a friend who was building one, let me just say that its not exactly easy to build, it took him forever to get it to move. But he used a balsa wood frame, 2 model airplane motors (got to be strong), and plastic for the skirt. Good luck!

yea...people on mythbusters(discovery channel) made one they were leaf blower powered and their budget was about 300 bucks and they made em'..
