You can sometimes get blisters in paper when you don't smooth the paper enough so that it sticks 100% to the wall.

If the paper ahd still been damp you could pop the blister and try smoothing it again. However, if the paper is now dry then it might be an idea to lightly re-paste the blister, so the paper is more pliable and GENTLY dab it back onto the wall.

Don't apply too much pressure or the paper will rip or ripple.

Never thought to ask is it the top or lining paper? if it's lining paper you might get away with just re-pasting and damping it back into place if it's the top paper you've got more problems.

If the bubbles are small then just use a pin to allow any air trapped behind to escape and lightly paste and dab back gently. WARNING...depending on the type of paper you may end up with a glossy area, when it dries, where you have re-pasted. If the paper is of a more "economic" type you might get away with it. The more costlier paper may not be so lenient with you.

If the paper has dried out the blisters will not go. Get a very sharp blade and cut across the blister, past beneath and above, don't worry too much if it tears slightly. Dab down with a towel and leave to dry. If you are painting over you will disguise it completely.

TRY RUBBING THE BLISTERS OUT, OR STICK A PIN IN THEM AND RUB.
