How could we possibly know the answer to that question?

The universe is incredibly vast and we are totally insignificant. In fact we're so insignificant that we will probably never have the ability to answer the question.

And even if we're the only "intelligent" (however you measure it) race in the entire universe, what possible difference could it make?

When we are gone, the universe will go on and be totally unaffected by the loss of us - just as it functioned just fine in the billions of years before we existed.

This question is not ready to be answered. 400 years ago, the earth was the center of the universe. 50 years ago, we we're the only solar system known to exist. 20 years ago, our universe was the only one. We have no clue whats out there.

As far as we know we are because we haven't found anything else out there yet. So we are the smartest because we are ignorant.

According to our ideas of smart, then yes. Instinctually we might be the dumbest. And dolphins actually have 40% more brain mass then we do. Ever read the hitchhikers guide to the galaxy?

I would say no. There are very smart animals such as whales that have created their own very complicated language. It is more complicated than any human language. Also, if there is extra terrestrial life, then we are definitely not.
