The sceptre symbolizes the authority of all royalty. One theory is that when people ruled by right of arms the sceptre was a mace or a hammer. As it became more of a symbol and less of a functional item it was fashioned to be prettier and more celestial-looking. Same as a fairy with a magic wand that has a star at the top. (Coincidence that fairies often wear crowns? Nope!)
