I think you've got two problems. First is how to get the gunk out, and the other is what caused in the first place?
You can try any number of solvents including those mentioned but be careful you don't use one that damages the tank.
I'd be concerned about the cause. If it's merely contamination from dirty fuel, it's simple. If it's caused by a gas/ethanol mix that is disolving the tank.......? Reports are this is becoming a problem in some markets with some tanks.

Thoroughly drain the tank and allow to air dry. Then use acetone to remove the gunk on the bottom of the tank. It may take an application or two to completely remove the stuff. FYI, check a small area on the tank first before using acetone. If the acetone starts to make the plastic soft, cloudy looking or even melt, use denatured alcohol instead.

If the 'gum' is from 2-stroke mix, maybe neat petrol would help? cellulose thinners may not damage the plastic, but youd need to test it on a separate bit first............Is it doing any harm?-just put a filter in line and keep a spare handy in caase it gums up.?

My husband says that you can buy some kind of chemical to disolve the gunk. You just have to make sure the product can be used in a plastic tank.
Something like this, maybe?:

my boat had the same problem caused by useing sta bilt in the gas caused a build up in tank i disconected the tank and now use two six gal. tanks

use some deisel let it set overnight then drain it. the residue from the disel is alot like fuel additve to clean carbs and fuel injectors it wont hurt it none
