I guess that would depend on how responsible the kid were. Several mobile companies make cell phones which limit who you can call, and also the go-phones with minutes. But, if you have a disorganized or forgetful, kid, it wouldn't do any good to buy a phone that will get lost anyway.

Its basically up 2 the parent.I myself,personally bought myself a cellphone at the tender age of 12.I also know a 3 grader who owns a cellphone who went out with his parents and got a razr phone.Thats pretty dumb.But Basically 1.It depends on the parent.
and 2.It depends on the childs responsibility.

Well, it depends. Me personally, bought myself a pre-paid one when I was 11. However, it is really up to the parent. Is it REALLY necessary? You can always do a plan like T-Mobile where you get 50 whenever minutes for your child and free nights/weekends.
On average, 12-13 is a good age.

probably in middle skool. you should buy them a prepaid one first!!! it worked for me!! know i make sure i dont use to many minutes!! lol but know a days i see little 3rd graders having cell phones!! but i think every kid should have that one cellphone that you can only call your parents incase of an emergency..... im not sure what its called..... i think its called...... a firefly or something... i dont know i could be mistaken!! =]
