It is 15 minutes. When a game starts on the hour, it goes for 45 minutes, takes a 15 minute break, then starts on the hour again. Ex: If the 1st half starts at 3:00, they will take their break from 3:45 - 4:00 and then end at 4:45. (All excluding stoppage time)

I also believe it is 20 mins.
Kick-off 3:00, half-time 3:45 - 4:05, final whistle after 4:50. The other divisions only get 15 mins for half-time. You see evidence of this every Saturday when the Prem scores are always among the last ones to come in, normally after 4:50pm.
Check it out this Saturday, or time it yourself next time you watch a live game.
