It all depends on who's telling what joke. If a 'White' man is telling a 'Blackman with big lips' joke, then most 'Black' people won't laugh (out loud), and they'll get offended (out loud). However there are a lot of 'Black' people who are offended at Richard Pryor for the way he tells jokes and fables about his own experience, because they feel his acts support 'Black' stereotypes. For me, jokes come from situations of personal/national experience, which sometimes make fun of stereotypes. Racist jokes or not, people perceive what they want about someone different from themselves. It's just human nature and not necessarity hate.

A white girl told me a racial joke about africans and rice. i didn't think it was a damn bit funny. Our friendship cooled after that because that let me know she was racist.

They laugh because they are ignorant, afraid of anyone different, and have a low self-esteem. I find those jokes very offensive too.

Your wording is presumptuous. You can do without the word "abuse" in your question. People laugh at racial jokes because of their irony: they make humor out of an exaggeration which has a core of truth in it.

Because they are ignorant and insecure and have fun belittling others to boost themselves up.
I wish all comedians would leave racial jokes out of their skits, even ones about themselves. How are we ever going to overcome stereotypes when folks are still perpetuating them.
