The mechanic tells me that the belt is still in very good condition, and it doesn't make noises when it's dry, but every time it rains, the belt squeals for a few days.

Just because the belt is in good condition doesn't mean the pulley's are.
Pulley's can be expensive to replace depending on the type of car.
There hasn't been a fan belt on a Front wheel drive car since the Morris mini.
Buy a good quality belt and have it installed by somebody that knows what they are doing.

Squealing fan belts are aggravating. If the belts are tight and still make noise, try buffing the inside of the pulley grooves with a green Scothbrite® pad. The abrasive pad gives the fan belt a more positive surface and should eliminate the noise. It’s also a more permanent solution than just shooting the belts with WD-40.

There is a spray you can get at any auto parts store that is designed for you to spray on your belts to keep them from squealing. If the belt is in good shape try this. I don't recall the brand name, but any auto store clerk should know what you are talking about.

Put some belt grip on it. I comes in tubes at your local auto store.

the belt is slipping it needs to be adjusted it onlt takes about 20 min if you know what your doing

put new seals around the hood or put a scid plat under your car
