I dont know what exact chemicals are in starch, but the cloud you see is called a precipitate. the liquid is a solution. Mixing starch and a liquid cause some of the elements in the starch to bond with the liquid, that forms a precipitate, which is a solid type substance. Whatever is left over stays unbonded in an aqueous solution.

The reason it is cloudy is because starch is not completely soluble in liquid water. Some parts of are soluble and some are not that soluble so the cloudiness is due to undissolved starch.

starch is a long-chain polysaccharide, it doesn't exactly like to be dissolved. the cloudy stuff is the starch that doesn't want to be dissolved, and stays in the solid, albeit wet, state.
