You might be on about Wonderbug. It ran on the ABC network from September 11, 1976 to September 2, 1978, a total of 22 episodes, as part of the Krofft Supershow. It was a beat-up old Dune Buggy that was discovered in a junk yard by a group of kids.
They found it could transform into this "Wonderbug" identity, whenever a magic horn was honked...

I know what you are talking about, it was a Hanna-Barbera Show, but I can't remember the name either. If you have Time Warner cable though, they have the BOOM channel which is just old H-B cartoons, I've seen the commericals for it but again not sure of the name, sorry.

Coffee God ... I was not big on comics or cartoons, but your description reminded me of a comic series I used to like.
Might you be thinking of "Jughead and Archie with Betty and Veronica"?

I was born in the early '90s. The earliest show I watched was probably the Cosby Show and I still watch it. Oh wait, it was the brady bunch my bad.
