I have a pool and took care to plant "clean landscape" but my neighbor has planted willow trees and bushes that drop leaves and dandalion type seeds allover cloggig drans and making a mess. They reduce to prune to reduce the impact.

When the leaves land on your property...they become your leaves.

Nobody's going to hold your neighbor responsible for which way the wind blows.

the law allows you to trim any part of the neighbors tree that overhangs your property. however, the law say you cannot trespass on your neighbors property to trim the tree. you are the typical pissy little girl. as for your last sentence they are doing you a favor. pruning will enhance the impact and promote more seeds more mess and more clogging.

im sure there are millions of laws in california about that, but there are also probably a million laws saying it is wrong to pick up a leaf also. too many laws, why dont you just take matters into your own hands and hire some illegal with a leave blower to stop by at three am and send those leaves back to their side of the lawn.

Sorry, they are your leaves now. Are you having someone mow? Pay them a little extra to rake them up or mow them up and put them in a compost pile. Even a neighborhood kid might be thrilled to get a few bucks each week to rake your leaves up. If you start a compost pile with them, you can amend a planting bed and start a colorful flower garden that would make his yard look like crap.
