Do people feel that there is enough training offered in ethics at the police academy level? Why?

People can always use more training, it never hurts to have reminder courses. It too bad the civilian populations that the police have to deal with are lacking so bad in ethics and training.

If you look at their conduct compare to the rest of us they do far better.
