A nonbinding resolution is simply a statement letting the President know their opinion. It carries no weight other than to act as an advisory.
What it means to you is the Senate is puplically stating they oppose a troop build up. It will most likely not effect the President's plans.
(Just some trivia: Harry Reid who is pushing hard for this resolution voted to authorize millitary force in Iraq.)

Well Keith, first thank you for the service to the country. Most in America appreciate it, and please do not believe that non-support of the war means no support for you. We do love our solders. Ok a nonbinding resolution is like a shot across the bow, it is a warning signal that congress does not like the current surge in troops. It is designed to send a message to the president that they feel that his new policy is flawed, this should send a stronger message then normal as several repuglicans also voted for it.
However this president will not heed it I am sure. A vast majority of Americans do not support it either, but it makes little difference to him. There are other stronger methods to use up to and including defunding the war. I don't think this will happen but one never knows. Basically it's a resolution that has no power, and will change nothing. It's a political statement with no risk of effecting anything except basically giving the politicians the ability to say I voted for this "insert resolution here". So many politicians will vote with the direction of the polls what is best for you rather than common sense or informed opinion,

Non-binding - it means nothing. They are only expressing their opinons, but do not have the courage of their convictions. If they were so against the war, they would discontinue funding. They don't dare because they know it would mean the end of their careers. Their primary purpose is to get reelected - therefore, they go with the poll of the day.
Please know that there are those of us who are more than grateful to our military who are fighting to preserve our way of life, our right to think our own thoughts, and who feel guilty that we are not deprived of anything in any way to help with the war effort. I remember as a child going to the store with my Mom and her ration books. My Dad gave up his car and joined a car pool. Today - nothing. The only people giving are the families of the military.
I, personally, regret that all I can do is pray and be on call when my neighbor's husband is called to duty.

Democrats wanted to be on the record. It gives them a sense of accomplishment. However, it has only set our war on terror back another step. Ahmadinejad and al Sadir and Osama are sitting back and laughing at how the US is being destroyed from within.
BTW- I am so darn proud of soldiers like you helping to fight evil around the globe. And Keith, I totally respect you because I am so afraid of heights, let alone to be lowered down into the world's hot spots of war.
