Chlorine is harmful to all fish, so are chloramines. Chlorine can evaporate if left out long enough but chloramine don't so you need to use a water conditioner that removes both if your water source has chloramine in it.

Chlorine and Chloramines are harmful to all fish. You always want to add a dechlorinator product to your tank before you add any new water into it.
You can simply add the dechlor to the tank per the instructions on the bottle and then add your new water to the tank. The dechlor will instantly bind with the the chlorine and chloramines and make them harmless.

Answer me this: Do you find chlorine ANYWHERE in thriving fish-harboring areas? No, right? Then NO. For neither. NO FISH can live in chlorinated water.
Bettas, you would think, since they can breath air that they would be just fine in chlorinated water but you forget that they also live in it, frolic in it and absorb it. So.. not good for them or any fish.

Yes it is harmful to both of the fish, also soap can kill betta fish so if you wash your tank don't use soap, just wipe it down
