Put this in writing to the local police station as soon as possible. They should act on this as a matter of urgency. This is, after all a death threat and not just a domestic.

He needs to start keeping a diary of her behaviour and no matter how pointless it might seem every single time she behaves like this he must ring the police.
A CCTV is a good idea, and atleast it will give him some comfort.
A friend of mine had an ex who behaved like this and it took over 18 months for things to be sorted out.
He should also make sure there is always a witness around when she appears - because the police will turn up if SHE starts saying he has threatened her.

He must file a complaint officially and IN WRITING. DO NOT rely on a telephone call to the police.
He should try to get an attorney to file a restraining order.
If he got a phone call, he can prove that that person did call him and he had no reason to call him otherwise.
He should implicate both of them and get the restraining order against both of them.

He needs to remain cautious and keep his witts about him continually. Get a CCTV installed at the door, keep his letter box sealed and a bucket of water below the letter box inside. Have good supply of smoke alarms and fire extinquishers available. Know the escape route to get out alive with kids if need should be. People say and do the most horrid things when they feel envious or whatever it is she is feeling. She sounds an absolute witch.

If he is a friend of his wife he won't kill her children. He is a coward who hasn't got the bottle to go around himself so he hides at the other end of a phone. Big man. If I was going to do something, i'd do it, not talk about it.

He needs to call the police and file a complaint i can't even begin to realize why the police wouldn't come there especially with a threat like that.

the police wont help until they are dead sorry .
any response whatsoever will only incite more hassle just ignore them and they'll get bored , but if it really gets out of hand go to the ruffest pub in the next town and pay someone to beat them up .

Personally, if it were me, I'd wedge my size 10 boot right up her crack...... and her friends for the threat.....
