I think it's because young children are naturally curious about the surrounding world, which is all pretty new to them. They haven't learned that staring at people isn't considered good manners, but then again, there are a lot of adults who haven't learned that lesson either. If a child is staring at me, I usually smile and just say "hello" and about 99% of the time, I get a big smile back.

I find myself staring at people sometimes. I'm just as amazed as the children are at some of the things people do, say, wear, etc.

Young children learn by observing and copying others. When they stare at you, they are "gathering data" that helps them learn how to communicate and how to do things.

i was a young child and i wasn't clairvoyant, maybe they're just curious

Children are very curious. Think about it - things we are used to seeing every day, they are seeing for the first time.

NO they are just simply curious of everything new to them....
Curiosity level in children is so high.

they believe giving "bambi eyes" to people will bring them some candies. but remember, early childhoold education is very important. from now on, if a baby stares at you on the street, just poke their eyes with your fingers. this country's future is up to you.

it takes them al ittle longer than us adults to process or take things coz everything is new to them so they just dont stare people they do take a long look at everything that takes their fancy

I think you have to remember they haven't been on this earth that long - everything and everyone is new to them! So they're just taking it all in!
