A halogen heater seems to be just a high resistance coil which generates heat when electricity passes through it. I dont understand why it is called a halogen heater. Is it because the coil is encased in a sealed halogen filled capsule that enhances the life of the coil (just like a halogen lamp).

You are correct, and this style of heater is intended for radiant applications... Keeping french fries hot, keeping your skin toasty when you step out of the shower. Things like that. (Directional heating.)
