The idea is the most important part of any writing. Try explaining your thoughts in simple sentences, and then you can expand from there. Ask yourself questions about your subject, and write down what the answers would be. Talent is a very broad term. Whereas you could have no talent with the dynamics of writing, you could have talent in the sense that your ideas are creative, thoughtful and appealing. The way I see most people have one or the other. (not all, but most)

Not necessarily.
It may simply mean that you haven't developed the idea clearly enough to write it.
Try this exercise:
Write down the concept as a word or two (I'l use silly putty for an example)
Draw a circle around it and draw six lines attached to the circle like spokes on a wheel.
Now write a word down on each of those lines that relates to the concept. (For 'silly putty' I would write-bouncy, stretchy, comics, choke, egg, squish)
Now to each of those words, you would attach something that is associated. (My little cousin that almost choked on silly putty, copying the sunday comics on the silly putty, playing with silly putty like a ball with my brothers etc.)
Just add lines to each spoke as more ideas come up. After you have filled a sheet of paper or two, you will probably have a good cluster of things related to what you want to write about.
You can just start writing from there, or organize it into an outline.

Put your ideas down on paper, in bullet form or numbering and then expand on each idea. eventually you will have a whole page with sections, subsections, parts and pieces. There are some free programs on the internet for writers that help you get started, but it has been a long time since I used them. Good luck with your writing.

Nope, it means you get excited and get a brain fart and can't write. It has happened to me. Just write it as you see it in your mind. Even if it's wrong. Then go back and try to write it the right way and correct it. Just like a rough draft. With practice you will get good.
