Warren G. Harding comes to mind. Harding's administration wasloaded with political scandals from the beginning until his death in 1923.The administration really did not have any redeeming qualities and wither did the man nor his cabinet.The Teapot dome scandal was the height of his presidency and the Washington conference of 1922 actually helped the Japanese build the navy that would come up against in WW2. The isolationistic policies of the 1920's would prove to give the opportunity for totalitarianism in Europe and Washington's striving toward isolationism probably aided the eventual onset while having an internationalistic outlook would have at least kept a better eye on the world. Grant would be a close second.

Now for an answer from a real historian:
1. Most historians agree that the two worst president have been Warren G. Harding and Ulysses S. Grant.
2. They are ranked at the bottom because of their ignorance of the various scandals that took place during their presidency.
3. Some place Richard Nixon near the bottom as well, however I do not. He WAS corrupt and did know about wrong doings during his administration but he also accomplished a great deal in foreign affairs. Grant and Harding accomplilshed virtually nothing.
Even though we won't know about the Presidency of George W. Bush for about thirty, some noted historians have speculated that he may be ranked near the bottom, although not in the cellar with Harding and Grant.

Although this is more a matter of opinion, I did find that in the Wall Street Journal poll in 2005, James Buchanan is listed as the worst US President in history. Of course, they can't include GW in these rankings, because he's not done doing his damage yet.

I would have to say it is a toss up between George Bush and George W. Bush! The son has thrown away billions on a stupid war that has no sense at all. Instead of dealing with issues inside the nation.
