Are you using XP? This sounds a familiar problem. I tried to install a webcam that XP told me was already installed but said device not found everytime I tried to use it.
You need expert advice from an internet forum. Google the problem and you should find someone who has had a similare problem, together with the solution.

What is the Hardware you are installing ?
Do you have the installation cd ?
Wait till XP completes installation,
or gives an error message.
When you choose Add New hardware
do not select automatic installation.
Select from a list the Hardware.
