does it reduce your signal strength acting like a faraday cage?

You bet it would. If you're inside an enclosed area shielded by lead it would act like a faraday cage and you wouldn't get a very good signal or if it's perfectly shielded I doubt you'd get a signal at all. Signals at cell phone frequencies bounce off of metallic objects and won't penetrate them.
