Personally, I'd say yes. For environmental reasons.
They consume more, they wear more fabrics, they place added strain on the health service, more fuel for travel and, in general, are less productive.
Okay - so the question is not 'politically correct' and there are a few medical exceptions - but when you weigh things up - in the cold light of day - shouldn't we really be penalising these people?

A fat tax should be introduced but not in the way you have worded the question.
Any reasonable society with concerns for the heath of the populous should have no problem levying a tax on high fat (and high sugar) foods and using that tax to subsidise foods of high nutritional value.
This also has the benefits of subtle Social education.
The problem is social one as a lot of the people who are fat or eat high fat diets are from lower income brackets or large families. They are stuck in the position of high fat / high processed foods being the cheapest available.
This in turn means the body craves more nutrients causing more of the rubbish food to be ingested.
Anybody who has a good balanced diet will tell you once your tastebuds are no longer overloaded by salt and sugar everyday food tastes much better. Also eating a high fat meal makes you feel lethargic.

One thing I will say is that I am a smoker. This year the tax on tobacco went up a dollar. The argument is that the "sin" tax is imposed to deter people from smoking. I sometimes think that they should raise the price of junk food (i.e. Big Macs) because this is an epidemic in the country. Not that I have an issue with overweight people, but if you are attempt to influence healthy choices, you would think that Big Macs wouldn't be cheaper to get that healthy food at the grocery store.

Are we going to tax anyone with an eating disorder then because anorexics and bullemics also add a strain on the health service.
And how are fat people "less productive"? I'm on the curvy side and I do a damn sight more work than some of my skinnier counterparts.
Oh, and you'll find women over a size 14/16 pay more for their clothes anyway so taxing them for that purpose wouldn't really be fair would it?

What and the same for anorexics or those that are skinny. Thin people tend to always be cold and use more fuel in that way. Get real mate! Fat bottom girls make the rocking world go round!
