It is the plants means of propagation which allows germination to take place only when the conditions are right for growth. The seed also allows for dispersal via wind, or through the gut of grazing animals or birds, and this helps the plant spread to different ecosystems. Many plants would not survive extreme heat or cold or lack of moisture if they were not able to produce seed.

The purpose of a seed, once it's been fertilised is to bear off, either on the wind, or on (or in) an animal in order to start a new plant.
Plants will generally produce many seeds for distribution this way, as some will germinate and sprout, and some wont, and the wider the seeds are spread, the more chance that batch of seedlings has for survival
