well, you subtract r, and what you do to one side, you have to do to the other side. so, subtract r from both sides, and you 0r plus 1/3, is less than or equal to - 2. then, subtract 1/3 from both sides, and you get 0r is less than or equal to -2, so 0 is not less than or equal to - 2, so it is an untruee inequality.

if u subtract r from both sides u get 1/3 <= -2
