Leave the concrete in place, would make a good strong base and removing it would be 1) a real pain, expensive also if you don't do it yourself; 2) hard to get rid of-you'd have to pay someone to haul the debris away, and 3) then you'd have to pour more concrete for footings to hold up the deck. You might have to remove the steps, if they are going to be in the way,but might be able to cover them with the deck too.

Leave the concrete alone. It's already a stable and solid surface. And if in a hurricane threatened area, you can anchor the deck down to it. Otherwise, if you have never tried to manually remove a concrete slab, get ready...you're about to get into A LOT of work!

If the concrete is stable, I agree that it sounds like a great base for a deck. The other upside besides not having to tear it out, would be that you don't have to worry about weeds under it or about the neighbor dog digging a hole there.

If the concrete hasn't shifted and is not showing any signs of doing so, why not use it for a base? I say build right on top of it.

leave the slab. there some little deals on the market, i forget what their called but they 4"x4" that will keep your post off the slab to prevent water damage. you just put a shim, nail your post, then knock the shim out. the fasteners hold the weight of the deck. works good, ive used them. have fun
