When I have modified the screen resolution to 1024 by 768 pixels, my computer is hanged and the monitor displays a message"Out of Frequency".How to resolve this prblem

it seems ur monitor does ot support high resolution
to resolve this prob press F8 in the beginning of the booting process just before the windows screen appears, then from the options choose safe mode booting when the windows start right click o desktop go to properties and then setting change colour quality to highest and resolution to 800*600 and reboot

Is it a CRT or LCD Screen and what Graphics card do you have, Your Graphics Card or screen may not support the higher resolution

Maybe your VGA have experienced some trouble, try to unplug it the setting BIOS to use internal VGA device then try to change your mon resolution onto desired resolution.
