i just got the car and knew it had a problem but i dont know the source of it...if any one can help i'd appreciate it..

'84 'vette was the first year for the "C4" it had cross fire injection. it had a throttle body w/2 injectors. if your unning rich it's your reguator(s) or injectors($100-120). your going to want to do a complete tune-up if you go that far.
p.s it was not carburated.

Quadra Jet carburetor's are famous for leakage into the engine's intake manifold thru the fuel well welch plugs inside of the carburetor, any current rebuild kit will come with a rubber gasket cut to fit the cut out area in the base plate of the carb. to seal this area off from engine vacuum.

turn the fuel screws in a little if 4 barrel one on each side 2 one in front

First off...is this car stock or modified? Most likely you have a bad injector or maybe more than one. You need to have them all checked. Good luck.

it could be the fuel regulator
