The person in charge of a vessel is the Captain. If this is a military rank wether on a boat or not that person still has the title of Captain. If that person is a civilian but holds a mariners Captain License they are still properly addressed as Captain. If that person is just the "captain" of the boat without a license they are not reffered to as captain when ashore. The term skipper is a familiar term for captain.

As well as the rank of Captain in the Royal Navy and the other armed forces the title is also bestowed on Merchant Sea Captains who have the Qualification of Captain. Quite often you will find that a Merchant Captain when working ashore as a Harbourmaster still is called "Captain".
I believe that correctly any other rank of person in charge of a vessel is the Skipper.

I am a United States Merchant Marine Officer. My License Reads 1600GT Master upon Oceans, Master of Towing Vessels Upon Oceans, AB Unlimited. I am addressed as Captain on vessels that I serve, and also as a courtesy on the Beach.

The master of a fishing boat or pther small vessel is usually
called a Skipper not Captain.
On shore a person with a Master Mariner`s certificate is usually
using the title Captain also.

Strictly speaking, only military officers may use the title of "Captain" outside a maritime context.
However, a Captain in the Merchant Marine is usually accorded the title, while "ashore", as a simple professional courtesy and a mark of respect

The word Captain (re-ships) is an official name for the person who is in charge of any sea going vessel regardless of shape or size,this person has to be held responsible for the condition of the ship and crew.
In civilian life you do not have the rank of captain away from your ship,and ONLY commissioned officers have the right to be called captain on shore.

You obtain a captains license by taking courses and taking a test. If you use your boat for money at all you need a captains license, if you move boats for money you need a captains license.You can get different levels of license with experience and coursework. If you have the license you are called a captain.Technically, if you take people out on your boat and they bring food or drink you are acting as a captain, or if they pay for gas.
