Local leagues buy their hats from whomever they want, sometimes from a local sporting goods store.

For the regionals and World Series, Little League buys the hats from New Era.

typically they buy from the source. a bulk retail agency. sporting goods stores typically don't carry enough hats for all of the kids to use.
