I have a 2000 Chevrolet Cavalier and sometimes the signal light works other times it just stays illuminated without blinking. I thought it could be a fuse, relay or flasher bulb issue but I'm unable to fix it.

That is a common problem with that car. The blinker relay is going bad. It's underneath the steering wheel in one of those panels. Go to an AutoZone, buy it for $5, and have them help you replace it if you can't figure out where it goes. 5 minutes and working blinkers again!

I am sure you have a classic ground fault. Something is going back through the bulb to find ground and is illuminating the bulb in the process. I would check all lighting grounds including brake lights. You might have to remove the bulb housing to find where the ground attaches to the frame. Rust or loose screws are quite often the problem.

like a light in the house some times they don't go all out as once they flicker a bit then go out . my guess is that is what is going on with your light on your car. when a light goes out your turn single wont work just like you are describing .
their is the possibility you have a short . try changing the bulbs on the side that the single get stuck on if that dose not work then . you will have to find the short . this could be a tuff job

have you checked the wiring for breaks in plastic?
