Presidential (Executive) authority has long been a contentious issue in American politics, because of our country's very roots. But one has to bear in mind that even the Framers were not immune to ceding absolute authority to the President. You may not know this, but George Washington was initially offered the job of "President for Life", and declined. You may not know this, but early American history was purposely re-written to pretend that the political elite practiced what they preached. Certainly, the equal rights provisions of the Bill of Rights did not extend to blacks or Native Americans. The Electoral College was created not to ensure adequate representation of smaller states, but to ensure the elitists (many of them Framers) retained power because they deemed people living in big cities to be more politically sophisticated than farmers and homesteaders. They (being English) welcomed English immigration but not German or Spanish or Dutch, and as for black people, the United States was the last country in the developed world to recognize Haiti's independence from France in 1804 (we did not recognize her until after the end of the Civil War), despite a hundred years of chanting how "enlightened" and "democratic" we were.

Many US Presidents have misused their Executive Authority and fallen foul not just of the Constitution, but of international treaties. Some which come immediately to mind:

William McKinley, who was deliberately expansionist, invading and occupying Cuba, Guam, Puerto Rico and the Philippines, all on the premise of "liberation". Unlike President Bush, McKinley actually had the gaul to say he was compelled to occupy these islands/island groups because the "little brown monkeys" were "too uncivilized" for self-government. Esp. when the conflict in the Philippines changed on a dime from the Spanish-American War to the Philippine-American War, we actually exterminated the very people who fought side-by-side with US troops.

Franklin D. Roosevelt - who interred U.S. citizens of Japanese ancestry during WW2. This was not limited to those born in Japan, but extended to second, third and fourth generation Japanese-Americans, many of them young children. Apparently, FDR felt that these people, "little yellow monkeys" as he was known to call them, were more of a threat than the millions of German-Americans who unabashedly let their sympathies with Third Reich policies be known.

Lyndon B. Johnson lied to Congress in order to commit more troops to the Vietnam conflict, in the wake of the Tonkin incident (like the sinking of the Maine, a "false flag").

Richard Nixon's campaign against the Black Panther Party involved the illegal detainment of hundreds of U.S. citizens.

Ronald Reagan authorized a series of covert missions, notably Iran Contra, without the knowledge of Congress, tried to cover it up and lied about it before a grand jury. There was also a plan, never implemented, to inter any American who protested against the U.S's involvement in Nicaragua.

In all the above cases (and more), the President exceeded his Executive Authority, but was never censured (much less executed). WHY?

It is because Congress WENT ALONG with all these actions, the way they went along with the invasion of Iraq. The only ones who are immune are the ones who voted against invasion.

Blame Bush, certainly. But don't forget that Congress authorized war, so if Bush hangs, three quarters of Congress should hang with him.
