Depends on what other cards you have, what has been played so far and who has won what in their tricks.
If somebody led with someting other than a spade and you can't follow suit then getting rid of the queen can be a good move however you need to consider whether or not one of the other players is collecting hearts, if they end up with a hand full of hearts and the queen of spades at the end then you are going to end up a lot worse off. This can be hard to determine early on in the game so there is risk involved in getting rid of the queen of spades early on.

YES! Even if you get stuck with some hearts.. it's not the same as that 13 point hit the Queen of Spades gives you.
The only exception to this would be if you were going for a full sweep of taking all the point cards.

yes, it is good to throw queen as you will be giving someone 13 points. Unless, you are trying to get all the points.
