I worked for both studios and a film developer. Because there is not a reasonable expectation of privacy, it's not an invasion for the processor to look at your pictures. Besides, he would have to inspect them in order to be sure they're of good quality. However, a processor is NOT permitted to make reproductions of anyone's photos without their permission, because this constitutes a violation of copyright. Images are the property of the photographer, until and unless he sells his rights.
Having said that, there is the question of so-called "adult" content. Some states have laws about the content of photographs, even for private consumption. Pictures of your kids in naked in the bathtub can get you in serious trouble; they're considered child pornography in some places. Adult sexual images are also illegal in some states. It's always best to check local ordinances.

Only if the photo studios reproduce or distribute the photos without the consent of the customer does it become a case of privacy violation. Otherwise I dont think it is a violation because the studios are serving the customer by developing the photos... Also, if it were a violation, it can only be avoided if some completely mechanized process is standardized around the globe for printing photos.

No, I don't think it's legally a violation of privacy. It's part of their job to make sure the photos come out ok. They have been caught making copies of photos for themselves because I've seen it on the news before. It seems to happen more if you send in a roll of film that has naked pictures or anything 'pornographic'.
