How can you get out of this situation without formatting and re-installing the operating system?
One method of gaining access to the system is by trying hard to remember the forgotten password, or a password of another user which has the same level of administrative rights. However I don't think this approach will help you, otherwise you wouldn't be sitting here reading article, would you?)
Another method is by trying to restore a backed up System State (in Windows 2000/XP/2003) or a ERD (in NT 4.0) in which you do remember the password. The problem with doing so is that you'll probably lose all of the recently add users and groups, and all the changed passwords for all of your users since the last backup was made.
A third method might be to install a parallel operating system on a different partition on the same computer, then use a simple trick to gain access to the old system. Read more about it on my Forgot the Administrator's Password? - Alternate Logon Trick article.
Note: If you are looking for password cracking tools that can be used for miscellaneous objectives such as password-protected PDF documents, zipped archives, Office documents, BIOS protection and so on then this pages is NOT for you. The fourth option is by using 3rd party tools that will enable you to reset the lost password and logon with a blank password.

If you didn't put a password on or disable the administrator account, then at the welcome screen click somewhere in the blue empty space on the left side then press (CTRL+ALT+DEL). You may have to twice. That will bring up the log in prompt. Type in "administrator" for the user, leave the password blank and press "enter or OK". This should log you on to Windows if you didn't do one of the above things. From there you can go into the User accounts menu and and remove the password from the account you want to log in with. Or you can reload Windows and start over again. There is software that can crack passwords but I will not help in any way with that.

If you are using windows XP and u have created a user on ur name and kept a password for that id.
Boot into Safe mode and see if the Administrator user has a Blank Password. If thats the case and ur able to login create a new user with admin rights and copy all the folders under c:\Documents and settings\User1 to C:\Documents and settings\User2.
Else download Road Starter Boot CD or mini_XP Boot CD from the internet and boot using the BOOT CD. You will get a menu from which you can create a new user account with admin rights. Once that is done loging using the new id created and follow the steps as above.

Hey here is something cool for u dude!!!
BREAKING XP PASSWORD
In case of user password boot the pc in safemode by pressing the F8
key and then selecting the Safe Mode option. You can now logon as an
administrator and XP wont prompt for the password. Incase of an
administrator account try rebooting the pc in DOS. access
C:\Windows\system32\config\sam . Rename SAM as SAM.mj
Now XP wont ask for password next time You Login. Also
Go to the cmd prompt .
Type net user *.
It will list all the users.
Again type net user "administrator" or the name of the administrator
"name" *.
e.g.: net user aaaaaa *(where aaaaaa is the name).
It will ask for the password.
Type the password and there you are done.

Theres a site you can go to that uses the XP trap door to log in and change passwords on accounts. Some people use this for hacking. All you need as the Windows XP cd and your off. Heres the link:

reboot your comptuer when you get to the log in just click:
ctrl
alt
delete
then once you clciked that for like 5 times then the log in will change and for the user name type administrator and dont use a password just clcik enter and then go to control panel go to your old account and erase the password
