You had asked two very different questions my dear.
It's not right to vote the wrong people of course but why are you blaming uneducated people for that. uneducated people might don't know english and learning things but they know what is right for them.
You know what, now a days uneducated people are more knowledgeable then the educated people.

Its not the question of right or wrong, or whether educated people should have the right to vote or not.
People always get the leadership they deserve.
Educated or not educated are all citizents whose lives would be controlled by the elected leadership. The only valid education in this case is how caste one's vote freely and descreetly.

'Education', as we get in 'good' schools, may not be proper education at all! We learn in school, among good things, to join the rat race & be the best in competition. However, often we lose our values somewhere on the way.
On the other hand, an 'uneducated' farmer may by ill-equipped to land a good job in a computer firm, but may have a much better, grass-root level concept of democracy, co-operative farming and human values, making him a good citizen well-equipped to choose a good government.
Moreover, everybody in a democracy has the right to choose representatives who will actually represent their own interests, not that of the 'elite' cream of society.
As such, it is unfair to first deny the proper educational, financial and social environment to a section of society and then to take away franchise from them.

this type of question concerns me greatly to think that their are people in this nation so ignorant to think that only an education gives you the knowledge to vote for the best person. Do you understand Freedom? Or are you just another liberal who wants freedom of speech as long as it agrees with you? We call that a hypocrite and rather uneducated where I come from. So I guess you would lose your rights too if we went by your guidelines.

you should understand that you can select the best among the worst.
moreover you need not waste the vote. there's an option for you. make a request to the election officer in the election booth to provide a form(number i don't remember) in which you can fill that none of the candidate is good to be voted.
even educated people doesn't know about this option.

The irony here is that you've asked this question in incomplete sentences with misspellings. So then is the question whether or not you ought to be allowed to vote? If this is the question then I say YES! Every man and woman should have the right to vote because every man and woman has the right to a say in their own fate.

No it will not be.You have many examples when these criminals
reach the elected house, they only vitiate the atmosphere, show
little respect for common man. Some legislation should be there
which would enable the voters to call back the inefficient, non
caring for constituency,criminal leaders.

voting is our fundamental right given in our constitution. Franchising the votes is our utmost duty as electing our representatives to the assembly or parliament is for our own governance as this is the country is by the people, for the people.

it is not the education but we should evolve a mechanism to exclude those who can not think of long term interests of nation and local society.
