I think you have pretty limited options of legally finding an employer at this age, due to laws etc. Paper rounds and the like are reasonable pay, but can be a pain if youhave to get up too early to finish it before you go to school etc (assuming you want a good job eventually, you will still be going in order to pass your exams).
The best thing I can suggest to you is to try asking your parents,neighbours, friends if there is any work or odd jobs they would be willing to pay you to help them with. Most people find they have lots of little odd jobs that they wish they didn't have to do. Ok, maybe the jobs will inevitably be really mundane, but if you are disciplined enough to be flexible it will stand you in good stead. Maybe neighbours would appreciate help with shopping or mowing of lawns etc and the more contacts you can make, the better it will be as they may recommend you to their friends because you were a good help to them. Perhaps the thing to do would be to put out a flyer advertising yourself and the things you would be willing to help with around the neighbourhood.

Try to get in at the minimum wage or less. At 14, most kids don't have much to offer to an employer that is worth the minimum wag. So it's understandable that they would pay you less. Don't make it too public, for it would get your employer in a little hot water.

milk round paper round, or get your self to a builders yard and ask if they need a labourer thats useally good pay for a 14 year old, good look chief, ps dont spend your wages on ganja like the 14 year olds round here, (wasters)
