Any number of Serial Killers.
Although some might additionally toss in weapons research people such as Robert J. Oppenheimer, etc. Alfred Nobel, people like that, that invented or developed different weapons.

That would be a matter of opinion. Some say that Hitler may have been others may think of Napoleon that way, but the people who followed under them may not have thought of them that way. Perhaps more information is needed to answer your question better, such as a definition of what you believe is evil. Is it the amount of people that a person kills, or the number of immoral acts?

Any person that preys on children. The peodaphilias of society. As for Hitler, he was a legend in his own mind, a sick perverted man with an ideal of total world control through annialation of his version of imperfect humans. And so because the word "evil" has so many meanings, connotations then I would say Hitler is Evil.

There is no such thing as evil, only sociopathy.
Yes, I am being serious.
People do good or bad things based on their own physiology,
how they were brought up, what is going on around them, etc.
We have brains, they act or don't act according to many
factors, but we have no proof in any inherent goodness or
evilness in any action.
OK, Hitler was a sociopath. He is indirectly responsible for
the death of millions of people. Maybe he was spanked
too many times by the wrong people, or manybe too many
people said his mustach was funny ... the point is, that
labeling him "evil" implies that the labeler knows everything
there is to know about how he got that way.
Think of the worst thing you ever did. Why did you do it?
Would you care to have the rest of the world label you
on the basis of it?
