It ain't porcelain, it's ENAMEL. You should be able to replace the enamel, but for a good job to be done you would need a specialist. If you just paint your tub now, rust will come through very quickly, I'm afraid. It is iron underneath the enamel.

I know that at home stores they sell kits for you to re enamel your tub your self. They are generally inexpensive depending on where you get it. Usually ball park of $50 to $70 . But you might want to look into a professional to re finish the tub fo you. They can do it in place and it will look brand new when they are done. It usually costs about $100 to $150 to have it done, but it is worth it. I have never tried the enamel kits but from trying to match finishes on many things, a perfectly smooth finish like on a bath tub is a difficult thing to achieve. You may do the work your self only to end up you had called the pro in the first place. In all reality its a cost effective measure to have a new looking tub, instead of the cost and time to replace it. You can usually find these people in your phone book. But if you cant, call a few construction contractors that do residential housing. They frequently have to deal with brand new tubs being chipped in their houses. They should be able to give you a name and number.

It can be re glazed. First: You should get a fiberglass fix kit from a nearby auto store and repair the tub. Then after the repairs go to Home Depot and get a complete re glazing kit. There about $65.00 complete. It's a little work but, the tub will look good once you do it.

Your local hardware will probably carry porcelain touch up paint. I have used it in the past to touch up spots in kitchen sink.
