Without going into too much detail, there has to be a reason for one to be taking drugs, whether it be for medical reasons or simply for the recreational stimulation.
For the recent advances in medical technology, we've only come so far to help patients with the use of medicinal drugs. Patients are not likely to become addicted when using it for their symptoms, unless they like to use it for the sole purpose of getting high and buzzed. Most patients will not go through this level of addiction.
As far as recreational use, who is to dictate that their usage of the drug is bad, aside from legal actions and long-term effects of continuous usage? In my opinion, recreational drugs are just that. People tend to get bored with their current position in life, and choose their methods of escape from what is easily available. Eventually, this form of escapism begins to build itself as an addiction when they soon fail to realize their escape becomes their own dead end.
As stated earlier, there will probably be alternative forms of mind-altering drugs (cybernetics, synthetic 'healthy' drugs, and etc.), and medical technology has not reached a point to where using drugs is unnecessary.
To answer your question, People will stop using drugs when there is no longer a need for them. Whether medicine becomes more advanced, or other forms of relieving boredom are discovered. Just know that boredom is only for those who are uncertain with their needs.

Recreational use of drugs has existed throughout history and will not stop. It is an escape not unlike the "high ball" some people use legally. I am not a user and seldom do the legal drug, alcohol. I rely and get my highs from the well within me. However, the rational approach to drugs is to legalize them and control them.
The state is incapable of stoping their use.

If you can find another way to prevent or relieve the symptoms of Malaria without drugs, please let us know. Perhaps then people will start taking less drugs. "THERE aren't enough for everyone." I am not sure what this statement even means.

Never. For some it is cultural and who are we to impose our views and values on them. As for the illicit side, where their is a will their is a way. I believe that society as a whole would have to choose all at once that it will not be continued as we evolve. To do that we need to take care of each other and value each other to achieve that standard. Besides I think it is behavioural, if it feels good they'll do it.

As long as there are drugs there will be people who take it.U can at most reduce the number of people who take it,but nobody make it nil.There will surely be atleast some fraction who take it.Afterall,human gets more attracted towards bad than towards good.
