The terms “college”, “school” and “university” have developed,
from common usage into interchangeable words. As you read through the answer, you’ll see that a university is typically a larger
institution, made up of smaller specialty schools, such as a School of Medicine or a Business College.
A medical school is the same as a medical college - it's all in
common usage. Medical schools/colleges are under a university, but are not usually called Medical Universities, although some do.
You can see on this list of medical schools, both in the US and Canada, that most schools in the US are not called Medical Universities.

In the UK, a college is typically an institution of Further Education, with students typically aged around 16-19, studying for qualifications such as A Levels, BTEC, GNVQ etc. Vocational studies, specific qualifications aimed at jobs, and the first tier of qualifications available after leaving school.
A university is an institure of Higher Education, where students are typically over 18, and are studying for a degree (BA, BEd, BSc, LLB, MA, MSc, and so on) or a postgraduate qualification (doctorates, Phd, DPhil, etc).
College also has another meaning, as a subsidiary part of some universities - Oxford, Cambridge and London Universities are made up of a collegiate system, whereby lots of separate colleges (which are still Higher Education, and teach degree courses) make up the university. Someone studying at one of these is still at university though - someone obtaining a degree from, say, Kings College Cambridge will be issued their degree by Cambridge University.

An University is an Institution like Oxford, Camgridge and such that has a lot of Colleges in it too.
College is just one Unit.
Also see : A university is an institution of higher education and research, which grants academic degrees at all levels (bachelor, master, and doctorate) in a variety of subjects. A university provides both tertiary and quaternary education. The word university is derived from the Latin universitas magistrorum et scholarium, roughly meaning "community of masters and scholars".
College (Latin collegium) is a term most often used today to denote an educational institution. More broadly, it can be the name of any group of colleagues (see for example electoral college, College of Arms). Originally it meant a group of people living together under a common set of rules (con-, "together" + leg-, "law"); indeed, some colleges call their members "fellows". The precise usage of the term varies among English-speaking countries.
Colleges are usually affiliated to an University.

where i hail from, only an university is authorised to award a degree, college howsoever famousr, can award only a diploma,or a certificate, but not a degree.generally an university is established by an act of legislative body.some times deemed univrsity status is granted to a college or an institution of higher learning which is autonomous (both financially and academically) and so it can award degree(s).
a college affliated an university is required to adhere to and follows rules and regulations, syllabus laid down by the university and also required to undergo auditing.
