You can view the index.dat files that still persist after the IE history has been deleted - Unless there's a good privacy program installed that knows to delete them (lots of people have CCleaner now which wipes them).

You know where the temp files live, right? Take a look at the cookies. They're always pretty interesting and informative. Won;t tell you what he says, will just tell you where he goes.
Get into the chat program and change the settings to save copies of the conversations when they've ended.
Go to a friend's place and create a username for yourself at one of the websites you know he's chatting on and try and find him and chat as if you're someone else.

In IE7 go to tools>internet options>browsing history>settings>view files. That's the easiest way I can tell you.
