According to your description,there may have some regsitry errors in your PC to cause "cant uninstall".You need to clean you PC.
Every time you install and uninstall software on your computer you create junk in the registry.You need to scan and clean your PC with registry cleaner.

Sounds like there's something wrong with the uninstall program for i-tunes. As stupid as it sounds, re-install i-tunes, then uninstall it again. You probably just need to replace the faulty uninstall files that didn't install properly the first time or that have become lost or corrupted somehow.
Failing that, there's a great program called Ad/Remove Pro which you can get off Kazaa/ Limewire etc that will remove any program whether it has uninstall files or not.

Completely Remove iTunes and QuickTime
Note: Songs you purchased from the iTunes Store or imported from CDs are saved in your My Music folder by default and are not deleted by removing iTunes.
Quit iTunes.
On the Start menu, click Control Panel.
In Control Panel, open Add or Remove Programs.
Select iTunes from the list of currently installed programs, then click Remove.
When asked if you would like to remove iTunes, select Yes.
After the uninstallation is complete, do not restart if you are prompted to.
If other entries were present for iTunes remove those as well.
In Add or Remove Programs, remove any iPod Updater applications that are listed in the same fashion as iTunes was removed.
In Add or Remove Programs, remove any QuickTime installations that are listed in the same fashion as iTunes was removed.
Restart your computer.
After the computer restarts, open Local Disk C: in My Computer or whichever disk programs are installed on.
Open the Program Files folder.
Right-click the iTunes folder and select Delete and choose Yes when asked to confirm the deletion. Note: This folder may have already been deleted if iTunes was successfully removed in steps 1-8.
Right click the iPod folder and select Delete and choose Yes when asked to confirm the deletion.
Right-click the QuickTime folder and select Delete and choose Yes when asked to confirm the deletion.
Delete the QuickTime and QuicktimeVR files located in the C:\Windows\system32\ folder.
Right-click on the Recycle Bin and on the shortcut menu, click Empty Recycle Bin.
Restart your computer.
Follow these steps if the message, "Cannot delete iPodService.exe: It is being used by another person or program" appears when you try to delete the iPod folder.
Make sure that iTunes and the iPod Updater utility are not open.
On your keyboard press Control-Alt-Delete. Task Manager should open, or give you the option to open it.
Click on the Processes tab.
Locate the iPodService.exe in the list.
Click on iPodService.exe and choose End Process.
Quit the Task Manager.

Install Winpatrol and use it to stop Itunes loading on startup.
Then reboot in safe mode and use Ccleaner to uninstall it, then use the Issues tool and the Cleaner.
To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Reboot and it should be gone (fingers crossed!)

If you're in Windows, always first try uninstalling software through the Control Panel available through the Settings option on the Start menu. Once in Control Panel, select "Add or Remove Programs". Scroll to itunes and select it. Then press "Remove".

I am not surprised about this because I had multiple problems with i tunes myself, What miserable hunk of junk this thing called i tunes. Any way try this open control panel in my computer and open add remove hardware and sellect i tunes and click uninstall you may have more than one apple program that might have to be uninstalled first. No matter what I do, I've been unable to uninstall a Kodak EasyShare program even going thru the Control Panel steps. When I get time, I have to file off all of my files onto discs, then reinstall my Operating System to remove it per my manufacturer, then re-download all of my programs.

Possibly because it is running in the background. Reboot your PC and try removing it via Control Panel > Add or remove programs before opening any other windows.

my brother said u must close itunes on the system train so itunes is completely off. then try uninstalling it again. if that doesnt work then go into the settings for itunes and set it so it doesnt start up when windows starts up. then restart and try and uninstall again.
hope it all makes sense 2 u and it works! :)
