If average educated British nationals are appearing for the IELTS Examination how much percentage of them are likely to get a 6.5 band score ?

It would be pretty hard to describe what an average, educated person might be, although that is a frequently-used term in the language learning world.
The content is meant to reflect typical content of reports and lectures for Year 1 undergraduate level, so with a little exam preparation and question-type familiarization, most university-bound native speakers should get 6.5 or above.
If you are intending to use IELTS as a more general language ability plus intelligence test, then you would have to remove 'educated' from your original question. There are much better tests than IELTS specifically designed for testing those areas.

IELTS score only allows you to further your education and not for a spouse visa, for a spouse visa, the British person has to apply for the spouse visa which costs £500+ and can take up to 2 years to be processed and as long as the british person is earning at least £20,000 per year and has suitable property for you to live in, when you get to UK you cannot claim free health treatment and must find a job and will pay higher taxes for first 2 years, Good Luck
