How to catch raikou in firered?

i first saw raikou in fusha city near the bird catchers and then fled and i've been looking for him with the pokedex and wobuffet and dugtrio so he can't escape but he uses roar every time i find him and i used my master ball on mewtwo

It's difficult to catch Raikou in Pokemon games because they always escape, if you really want to catch Raikou use a cheat.

nugget! i did the same thing but i managed 2 CLONE my masterballs all u do is deposit an item in the pc and when it says savin dont turn off the power just turn it off it works 4 pokemon 2
