Here we are able to ask the city to test the water. It's mainly tested for lead though.

You may have an agency that polices the water provider.

These links are to a search for "utility board."

I think the cow bow doc has the right idea. You have an iron problem in your water. There are purification systems made to take care of this. You need to talk to a rep from a few companys to have them come out and test your water, and show you the options you have. The systems are costly, so get a few estimates, and dont be afraid to let them know that you are going to shop around for the best product/ price. Ive seen people taken because they only talked to one rep. They are fully worth the money though.

It sounds like "Iron bacteria" an iron compound from the natural elements. If you boil potato's in the water and they turn black, they're absorbing the iron compound and the proves what it is. It's not harmful but, annoying. You can get various types of filters for this but, they're not cheap. some, the reverse osmosis is very spendy. Some people with this problem learn to live with it and haul in their own drinking and cooking water, they take out their wash and use the water only to water the lawn. Sorry.
